Ah, this is finally the way to make a realistic argument:
Q: "Is it true that in Germany the fiscal deficit is limited to 4% of the GDP of each Land?"
A: "No. There is no concrete figure, but there are recommendations of the Constitutional Court to limit redistributive action. [...] Those [Länder] that receive [equalisation payments] do not reach the [statistical average of] 100%, but the 90% range."
This is how you can make the case for a new fiscal pact between the (centre and) the regions of Spain. And maybe you take that argument to court, like in Germany, instead of using it for party politics.
Then you can call yourselves the "Germans of Spain" and go all "Danke Deutschland".
